Town of Bloomsburg - Local Ordinance Information

Some of the local ordinances that the police department deal with:

  • Noise - the town's Noise Ordinance prohibits excessive noise between 11 p.m. and 7 a.m. #848
  • Open Alcohol Container - open alcoholic beverages are prohibited on public streets, sidewalks and right of ways. This is the largest violation police encounter, please advise your friends who are visiting. #796
  • Large Outdoor Social Gatherings - these events require a permit to be obtained 14 days in advance with groups of 150 or more, violations result in immediate dispersal of the gathering and fines. #857
  • Plastic - Aluminum Containers Required - the town's Large Outdoor Social Gathering Ordinance requires permit holders to utilize plastic or aluminum containers in lieu of glass. #900
  • Excessive Municipal Service Fee - police will bill tenants and property owners for repeat calls for police response & service #856
  • Disruptive Conduct Reports - these reports are issued to tenants for excessive noise, notices are forwarded to the University Residence Life, student's parents, Town of Bloomsburg Code Enforcement & landlords. Multiple Disruptive Conduct violations result in eviction and the landlord loses the ability to rent (also #856)
  • Loitering - persons are prohibited from loafing, lingering, or remaining idle in any public place, sidewalk or street #896
  • BYOB - businesses without a liquor license are required to obtain a license regulating the consumption of alcohol in their business #855
  • Bicycle - Self Propelled Vehicles - regulate areas in town where bicycles may be operated #858. Every bicycle operated on town roadways are required to be registered with the police department. The registation help prevent theft and enables police to return the many lost/found bicycles to owners throughout the year. The registration fee is $1.00 and includes an inspection by police and a numbered registration sticker to the owner.
  • Skateboard Ordinance - regulates areas in town where a skateboard may be used. #798
  • Parades/Marches - require a permit in advance of the event approved by the Chief of Police #857
  • Curfew - requires persons under 17 years of age to be home between 11 pm & 6 am Monday through Friday #899
  • Fire /Evacuation - mandates you to evacuate upon activation of an alarm #884
  • Interconnected Smoke, Heat & Fire Alarms - requires interconnected alarm systems that must be AC powered. Disabling a smoke, heat or fire detector is also prohibited #866
  • Liquor License Transfer - regulates a process for the transfer of a Pennsylvania Liquor Control Board Liquor License to Bloomsburg #845
  • Second Hand Goods - requires a permit to sell, buy or exchange second hand property, requires submission of property being sold, bought or exchanged.
  • Furniture -interior furniture, sofas and related stuffed furniture is prohibited from being placed outside, used or stored on porches, sidewalks or streets. #784
